OECD Warns: Chinese Steel Subsidies Distort Global Market, Hamper Decarbonization Efforts

The OECD has released a report highlighting that Chinese steel subsidies are flooding the global market with excess steel, distorting competition and hindering decarbonization investments in the steel industry. The report notes a significant increase in Chinese steel exports and a corresponding rise in trade remedy actions worldwide.

Chinese steel subsidies are five times higher than the average of other economies, leading to a surplus of steel that floods the global market.
Global steel demand growth is expected to be below 1%, while capacity is projected to increase by 6.7% from 2025 to 2027, mainly due to subsidies.
Chinese steel exports have doubled since 2020, reaching a record 118 million tons in 2024, while imports have dropped significantly.
The increase in Chinese exports has led to a surge in steel imports in regions like the EU, UK, Japan, Korea, North America, Turkey, South America, and Oceania.
The report warns of a rise in trade remedy measures, with 81 anti-dumping investigations initiated in 2024, targeting mainly Asian producers, with China being the focus of over a third of these cases.
The market distortion is hampering efforts to decarbonize the steel industry, which accounts for 8% of global CO2 emissions.
The OECD calls for international cooperation to ensure a level playing field in the global steel market and to address the issue of overcapacity.
